CSD’s mission is “building bridges between scholars and policy-makers” and as an independent, interdisciplinary think tank it combines a broad range of capacities.
Building bridges is the old-fashioned way of bringing together social actors and cementing new alliances. Born as a think-tank, the Center for the Study of Democracy has evolved into policy development through dialogue and partnership.

Gobierno Vasco – Departamento Seguridad (Ertzaintza) is the police force of the Basque Country, Spain. It was created in 1982 as part of the development of the Statute of Autonomy of the Basque Country. The Ertzaintza CBRNE unit is specialised in countering incidents involving chemical, biological, radiological, or explosive material in the crime scene. The unit participates as a first responder in the initial phase of crisis response, as well as in the collection of forensic evidence and all police-related activities that this may encompass. This framework of action has provided the unit with a wealth of experience which is being shared with law enforcement services both nationally and internationally. The instruction section of the CBRNE unit is in charge of providing training to a large range of responders, including health service workers, fire brigade, and city police bodies.

The Center for Security Studies (KEMEA) has been established by the Law 3387/2005 as the Hellenic Ministry’s of Citizen Protection (former Public Order and Citizen Protection) think tank on security policies. KEMEA is supervised by the Minister of Citizen Protection (former Public Order and Citizen Protection) and it is a scientific, consulting and research agency, whose purpose is to conduct theoretical and applied research and to perform studies, particularly at the strategic level, on security policies. In 2011, KEMEA was appointed by Presidential Decree No39 (06.05.2011), as the “National Contact Point” for the protection of European Critical infrastructures (ECIs) – “ECIP contact point” – following the implementation of the 2008/114/EC Directive of the European Council of 8 December 2008 “regarding the definition and designation of the European Critical infrastructures and the assessment of the need to improve the protection of such infrastructures”.
