IAEA: Enhancing Nuclear Security Culture

In March 2021, the International Atomic Energy Agency (IAEA) issued a technical guidance document titled ‘Enhancing Nuclear Security Culture in Organisations Associated with Nuclear and Other Radioactive Material’ which outlines a graded approach to strengthening nuclear security culture at nuclear and associated facilities, as well as entities with responsibilities for the security of nuclear and other radioactive material out of regulatory control. The IAEA defines nuclear security culture as “the assembly of characteristics, attitudes and behaviour of individuals, organisations, and institutions which serves as a means to support, enhance and sustain nuclear security.” The guidance document outlines the key elements of a nuclear security enhancement programme, including examples of how the attitudes and behaviour of personnel impact the overall effectiveness of nuclear security, a sample matrix of nuclear security culture indicators, and an indicative nuclear security culture code of conduct.
